Absolutely. In fact, I think you could make the argument that Rory refuses to make it his choice. For one: while in tears, he throws up his hands, steps away, and says “I can’t do this!”; for another, he looks the Doctor square in the eye and says, “This isn’t fair, you’re turning me into you.” He doesn’t want older!Amy’s life to be in his power, he doesn’t think it should be in his power. Older!Amy chooses for him and for her, in the end, and even then, that choice is mostly in consideration of her own individual health and happiness. It just so happens that, for Amy, part of what she considers “happiness” is living life with Rory. That doesn’t make the entire episode about him, or even Amy’s entire being about him; she simply prefers the companionship of someone she loves to isolation and bitterness. Not all that different than the Doctor, really.
